Neglect, discrimination, and exclusion of persons with disabilities (PWDs) are global issues—but in Pakistan, these challenges are particularly deep-rooted. PWDs are often invisible in society: overlooked, unheard, and uncounted. The stigma is so severe that families may hide their children, or in cases of mild disabilities, deny their condition altogether.
A prevailing stereotype equates disability with helplessness—often represented by the image of a destitute street beggar. As a result, society sees PWDs as unproductive or burdensome. Tragically, some families are forced by poverty to use their disabled members for begging, exploiting visible deformities to survive.
Women and girls with disabilities face even harsher realities. In a society where gender inequality already persists, being a girl with a disability doubles the discrimination. Compared to their male counterparts, they are more likely to be denied education, healthcare, vocational training, employment, marriage opportunities, and basic inclusion in family and community life.
The widespread prejudice and social exclusion of PWDs not only limit their opportunities but also create serious psychological and emotional challenges. Many are isolated—confined within four walls, cut off from the world.
There is an urgent need to enshrine the rights of persons with disabilities in laws, policies, and national strategies across all sectors: health, education, labor, housing, and communication. Unfortunately, our social systems have failed to do so.
